First of all you submit all the documents of the registration application form for the head of the village. After the registration the Government of India can provide financial assistance up to 12000 INR to build a toilet in the village. And this assistance is to assist individuals to build toilets in their households. The applicant has the option to build a toilet with the given financial assistance to their specification.
